The purpose of this page is to explain Open Enrollment, describe the policy and process used by St. Anthony-New Brighton School District, and give other clarifying information related to Open Enrollment.
Open Enrollment for the 2009-2010 School Year:
We are at capacity in all grades for 2009-10 and are no longer accepting applications for this year.
Open Enrollment for the 2010-2011 School Year:
The application deadline for open enrollment for school starting in September 2010 (2010-11 school year) was Friday, January 15, 2010.
Open enrollment applications that were received by January 15, 2010 were included in the initial lottery. However, families can still submit an application for open enrollment for the 2010-2011 school year. Please complete an electronic application—see the link below. If openings arise in your child’s grade level, additional applications will be selected through a lottery and, if your child is selected, the school will contact you.
Applications for 2010-2011 are taken through an electronic application system. See the link below. PLEASE RESIST THE TEMPTATION TO SUBMIT THE APPLICATION MORE THAN ONCE. Submission of your open enrollment form will take place when you’ve completed the form and pressed “Submit Application.” Once it is saved, it goes directly into our open enrollment database. Multiple submissions of the same open enrollment application will be disregarded.

Definition: Open Enrollment is the process used by students to apply for enrollment in a school district in which they do not reside. It is designed to give all families the opportunity to select the best educational experience for their children. This enrollment option encourages parents/guardians to become knowledgeable about the needs and interests of their children and more informed about what educational programs schools are offering.
Process for Open Enrolling Into ISD 282: Applications for Open Enrollment are linked above and are also available at each school. To have the greatest opportunity for open enrollment placement at the beginning of any school year, applications must be received through the online application process or by the school no later than January 15th of that same calendar year. After initially notifying families that the application has been received, each school in ISD 282 will notify families by February 15th about the status of their application and whether or not there is space available for their child(ren) to attend ISD 282 schools through Open Enrollment. Parents/guardians of students who have been accepted must notify the school by March 1 to confirm enrollment of their child(ren) in ISD 282 schools. Once a student is accepted for Open Enrollment by the non-resident district, he/she need not re-apply to continue enrollment in the district. When there are more applications for Open Enrollment than space available, by School Board Policy priority for space is given to applicants who already have sibling(s) enrolled in District 282 schools. Priority will also be given to the children of district employees with at least two years of continuous service to the district. This priority level would be the same as for non-resident siblings. All remaining applications are put into a lottery and randomly selected to fill the remaining available spaces. If there are more priority status applications than space available, all priority applications will be put into a lottery and randomly selected to fill the spaces available.
Definition of Space Available in ISD 282: Space is available to Open Enrollment students if, without compromising the integrity of the educational experience, there is room for more students in a class, program or building. Decisions for determining whether or not space is available will be made administratively according to the District Class Size Policy (#803.2). Enrollment will be closed to Open Enrollment applicants if the programming they are seeking is already closed to resident students, is not available in ISD 282, or if the Superintendent of Schools or designee determines that adding more students may jeopardize the learning environment or compromise program integrity.
Instructional Methodology: Optimum learning environment is created for some programs and activities when an instructional methodology is used requiring a certain maximum student class size or certain minimum amount of classroom space. Enrollment will be closed to Open Enrollment students when either of these boundaries is reached. Examples: laboratory facilities, work experience program. Specialized Equipment and/or Materials Specialized equipment and/or materials will not be added to a program to facilitate entry of option students unless, in the opinion of the Superintendent or designee, it can be done in a cost-effective manner. Examples: musical instruments, shop equipment.
Personnel and Staffing: Additional faculty or other staff will not be hired to enlarge or enhance an existing program to facilitate entry of option students unless, in the opinion of the Superintendent or designee, it can be done in a cost-effective manner.
Students interested in Open Enrolling Out of ISD 282: The School Board recognizes that families occasionally wish to look outside of ISD 282 for enrollment options for their children. When this is the case, it is recommended that families make an appointment with the principal or counselor in the school their child currently attends to discuss the situation and consider options for alternative enrollment. In the event a family determines that seeking enrollment outside of ISD 282 is in the best interest of the student, an exit interview is held. A written summary of the Open Enrollment exit conference which includes the student's name, address, reason for leaving, and contact person completing the summary will be sent to the Superintendent. At that point, families are encouraged to follow the Open Enrollment policy of the district in which they are seeking enrollment.
Transportation: Parent or legal guardians of Open Enrollment students are responsible for transportation to and from school district boundaries. Limited funding is available to Open Enrollment students for transportation. Applications for state transportation funding for Open Enrollment families are available in the district office.
Returning to the Resident District: Students may choose to return to their resident district at any time. However, a student who wishes to return to the resident district during the course of the year must have permission from both the non-resident and resident districts. A student who wishes to return to the resident district for the following school year must notify the district before January 15 of their intention to return the following fall. The resident district must accept the student.
District Residency Determination: The determination of whether a child resides in a school district, and therefore is entitled to free education in that district, is a fact which must be decided initially by the School Board or its designee. If the primary purpose of a child's presence in the district is to obtain a free education, and care and attention is incidental to that purpose, it is the determination of the ISD 282 School Board that the child does not reside in the district and must pay tuition or apply for enrollment as a non resident student (through Open Enrollment or Non-Resident Agreement). If the presence of a child in a district is for the purpose of receiving personal care, attention, supervision, and nurture, as is usually provided in a home, such child is a resident of the district and is entitled to free education. To be legally considered a resident for the purpose of education, students must be living with their parent or guardian. Living with grandparents, other relatives, or friends in the St. Anthony-New Brighton School District is only considered residency if those individuals have been legally and formally named as guardians for the students.
Future Resident Students: Upon proper application, the children of families who expect to become residents of ISD 282 during a given semester shall be admitted to any school on or after the beginning of the semester during which they expect to become residents. Proof of future residency in the form of a signed lease agreement, a signed purchase agreement, or other form as designated by the Superintendent must be provided at the time of enrollment. No tuition will be charged. If by the end of the semester, the move has not occurred, the student(s) will be required to withdraw from school (if space is not available) or apply for Open Enrollment.
Foreign Students: Because of the value placed upon multi-cultural experiences/educational programs for our students, it has been the practice of the School District to encourage foreign exchange students who are participants in official youth exchange programs as designed by the United States Information Agency and the National Association of Secondary School Principals to attend District schools. District residents are also encouraged to participate in an approved program. Foreign exchange students attending District schools are counted as resident students by the Minnesota Department of Education's District Data/Management Information Section as per the March, 1988, "Student Accounting Manual."
