School Board appoints Barry Kinsey to temporarily fill vacancy

At a special meeting on Tuesday, June 10, 2025, the St. Anthony–New Brighton School Board unanimously approved a two-step process to fill a board vacancy created by the recent resignation of Board Chair Ben Phillip.


As part of this plan, the board appointed former board member Barry Kinsey to serve in an interim capacity for approximately five months. A special election will be held this November for a community member to fill the remaining two years of the term.
I appreciate the thoughtful and engaged discussion by school board members on this appointment and I appreciate community members being engaged as well,” said Vice Chair Cassandra Palmer. “We are all excited and looking forward to having Barry Kinsey join us through the Fall.”


Kinsey previously served on the District 282 School Board for more than 25 years. During his tenure, he guided the district through significant milestones. His leadership experience will provide stability and continuity as the board navigates this transition.


Ben Phillip announced his resignation on Tuesday, June 3, citing health and personal reasons. His resignation became effective June 7. Since his term extends through December 2027, state law mandates that the district include a two-year seat on this fall’s general election ballot. Until that election is certified in mid-November, the board opted to appoint a temporary member.


Board member Laura Osknevad expressed her support for Kinsey’s appointment: “Given Barry’’s previous school board experience and demonstrated commitment to the District 282 community, he will be able to seamlessly step into the role and continue the discussions and important business of the district in the months ahead.” 


As required by statute, the board must wait 30 days before swearing in the appointed member. A special meeting is scheduled for Tuesday, July 10 at 5:30 p.m. to officially administer Kinsey’s oath of office.
